Audit Plan Development: Linking Risk to Resources

 About the Speaker:  Drummond Kahn, M.S., CIA, CGFM, CGAP

Drummond Kahn has trained auditors and financial managers through professional associations like the Association of Government Accountants, the Institute of Internal Auditors, and instructing for the USDA Graduate School, including service for USDA’s International Institute, providing training in Guam, Saipan, the Federated States of Micronesia, the Republic of Palau, American Samoa, and the Republic of the Marshall Islands.

Since 1998, Drummond has taught graduate courses in auditing and financial management in the Hatfield School of Government at Portland State University.  These courses include Public Administration 510, “Performance Measurement and Performance Auditing”, which has trained MPA students in performance measurement.  Since 2000, he has taught graduate courses in auditing in the Lundquist College of Business at the University of Oregon.  He has also taught a graduate course in governance and oversight at Reims Management School (l’Ecole Superieure de Commerce) in France.

Drummond’s 23 years of professional auditing experience includes over five years of service in the U.S. General Accounting Office, the investigative arm of Congress, and more than nine years with the State of Oregon, including directing the internal auditing function in a 4,800-employee, $1.8 Billion organization for over four years.  He now directs the Audit Services Division for a large city government.  In 1994, he received the GAO Regional Manager’s Award for top performance among 100 auditors.  He received the AGA’s National Special Achievement Award for developing the performance auditing function in a large state agency (1997).  He received the AGA Sacramento Chapter’s 2004 Education and Training Award, a 2008 AGA National President’s Award, and AGA’s 2013 Frank Greathouse Distinguished Leadership Award.

Drummond holds a master’s degree
from the University of Oregon, a bachelor’s degree from Whitman College, and completed professional coursework at the U.S. General Accounting Office Training Institute in Washington, D.C., and the Treasury Department’s Federal Law Enforcement Training Center in Glynco, Georgia.  He holds certificates as a Certified Internal Auditor, Certified Government Financial Manager, and Certified Government Auditing Professional.  He is a member of the IIA and AGA, and is past Chair of the IIA Salem Chapter’s Government Relations Committee and past President of the AGA’s Portland Chapter.  He serves on the Editorial Board of the Journal of Government Financial Management.
