Colonel Bill Sims is the Chief, Financial Services Division, Directorate of Financial Management and Comptroller, Headquarters Pacific Air Forces, Hickam Air Force Base, Hawaii. He directs activities of over 460 personnel in PACAF and serves as the senior contact with the Defense Finance and Accounting Service. He supervises Command financial reporting to HQ USAF, US Treasury, and DoD and is responsible for establishing policy and direction for all accounting systems used in PACAF to track $1.8 billion in diverse Air Force and Department of Defense appropriations. He is the Command authority on pay and entitlement matters and overseas development of PACAF policy on overseas banking, Government Travel Card, and currency replenishment. He advises COMPACAF on fiscal law and policy and issues guidance to meet DoD and USAF financial performance indicators. Colonel Sims graduated from Southwest Texas State University at San Marcos and received his commission through Officer Training School. He has served in numerous financial management positions to include budget, cost analysis, plans, systems, and finance; in positions at base level, various Major Air Commands, the Pentagon, NATO and Combatant Commands. He is an active member in the American Society of Military Comptrollers.
